School of World Politics: An Overview

The School of World Politics was established in September 1999 under the auspices of the Institute for the U.S. and Canadian Studies (ISKRAN) and constitutes a department of the Russian State University for Humanities — the educational branch of the Russian Academy of Sciences. The University comprises 8 departments — Schools of Sociology, Law, History, Political Science, Philosophy, Economics and World Politics — each based in a leading research institute in its field.

The School of World Politics offers undergraduate and graduate degrees in international relations and area studies (USA and Canada). The School focuses on educating and training highly qualified professionals with a strong theoretical and practical background in international relations and security. The second educational track pursued at the School is North American studies, encompassing the history, economy, politics and culture of the United States of America and Canada. School's curricula are designed to enable its graduates to compete successfully for administrative and analytic positions in the government, business, media, academia and higher education.

The School is officially accredited by the Russian Ministry for Higher and Professional Education and issues standard state educational certificates.

Where academic expertise and excellence in education meet

The School draws upon the rich academic resources and expertise of the Institute for the U.S. and Canadian Studies — a renowned Russian research center for international affairs and North American studies which forms a part of the core Russian foreign policy advisory community.

This unique position at the heart of cutting-edge research in international relations provides SWP students with an opportunity to get hands-on experience in policy analysis. Graduate students may be involved into Institute's activities with a view to occupying research positions with ISKRAN. All students are encouraged to participate in discussions in the framework of round-tables and seminars conducted at the Institute. They also attend frequent lectures and presentations by prominent speakers from politics, business and academia organized by ISKRAN.

The Institute provides SWP students with access to library resources and is examining opportunities to develop computer labs and Internet facilities.

Our mission

The School of World Politics is the only Russian civilian center offering a comprehensive insight into the various issues of world politics and international relations with a special emphasis on international security. We see our mission in providing Russian governmental agencies (Foreign, Defense and other Ministries) with a new generation of qualified experts whose proficiency would meet the highest international standards.

The major "breakthrough" the School's project seeks to implement is introducing new curricula in international security studies in order to go beyond traditional "hard" security approaches by means of encompassing economic, informational, ecological, humanitarian and other new aspects of security agenda including uncontrolled migration flows, terrorism and drug-trafficking.

The project is a unique endeavor in Russia because of its comprehensive nature. Existing schools of international relations in Russia have a long-standing tradition of teaching students and therefore they are relatively conservative with regard to new approaches in the field of security. As an educational center, our School is fundamentally new since it is based on ISKRAN which has been able to follow the conceptual evolution in security studies over more than 30 years of its research activities.

Programs taught and degrees conferred
The School of World Politics confers the following degrees:
  1. BA in area studies (USA and Canada);
  2. Diploma of Specialist in international relations or area studies;
  3. MA (2 years of full-time studies upon the completion of either BA or Diploma of Specialist programs) in area studies (USA and Canada).

BA programs require four years of full-time studies. Upon the completion of our BA program, students may apply for the two-years MA program. Admissions to the MA program are competitive. Applications from non-SWP students are encouraged. Diploma of Specialist is a five-years program. Students reside in Moscow for the whole duration of their studies.

Each program includes core courses in political science, international relations and security, international political economy, international law as well as domestic and foreign policy of the Russian Federation. Both area studies and international relations students receive intensive training in two foreign languages — English and a language of a student's regional focus (French for the American studies program).

The School also plans to launch a program of civilian training for retired military officers who are willing to join business or the civil service as policy experts. Former Army and Navy officers will be enrolled into MA programs taught at the School. Annually the School will admit and train up to 25 officers selected on a competitive basis.

In addition to regular classes, the School will practice intensive (10-days-long) courses on the burning issues of international politics taught by the leading American and European experts to senior students and faculty as well as training for Russian regional scholars and educators with weighty American intellectual participation. We will also offer two-months-long updating courses for mid-career professionals in world economy and political affairs, evening education classes (second degree) in economic security and world politics, exchange programs for advanced scholars and educators selected on competitive basis, conferences, seminars, workshops and summer schools for American and Russian scholars and educators.

Through the broad range of innovative multidisciplinary programs and the earnest exploration of difficult questions, our School provides its students with the depth of understanding and intellectual flexibility they need to respond to the challenges Russia will face in coming years. Posted to the government, academia, business, non-governmental organizations or not-for-profit agencies, our graduates are to make an essential contribution to the formulation, implementation, and evaluation of the public and international policy.

The faculty currently includes over 20 full professors and associate professor§ — all of them renowned scholars and educators, such as Georgiy Arbatov, Edward Batalov, Alexei Bogaturov, Yuri Davydov, Valery Garbuzov, Edward Ivanian, Viktor Kremenyuk, Mikhail Nosov, Mikhail Portnoi, Sergey Rogov, Victor Supian, Anatoly Utkin and others. The majority of faculty members have a vast experience of lecturing at such institutions as Moscow State Institute of International Relations, Moscow State University, Moscow State Linguistic University as well as top-level universities all over the world.

Admissions and funding

The School enrolls 40 students (20 for area studies and 20 for international relations programs) annually. Admission to the School is based on an open competition in the course of entrance examinations in Russian literature, history, foreign language and political geography. In 2000, exams took place between July 22 and 31. Applicants should hold a Russian certificate of high education or a foreign equivalent.

As a state-owned institution, the School of World Politics receives support from the Government of the Russian Federation. Citizens of Russia, Belarus and Kazakhstan are eligible for funding from the federal budget of the Russian Federation. The total amount of budget-financed places may vary depending on the size of public funds assigned to the School.
Students may also draw upon their personal funds to cover the tuition fee (contract form of education). Tuition fee for one academic year (two semesters) is $ 3,900.
