We present selected publications by ISKRAN research fellows. These research materials are focussed on the various pressing issues in international relations and security, US economic and social trends. They are also concerned with Russia's foreign and domestic policies and discuss the place of the Russian Federation in current world affairs.

The publication has been realized as a project of the "Strategiya" Humanitarian and Political Sciences Center as a part of "History of Ideas History of People" book series. Full texts of the Inaugural speeches of the US Presidents published for the first time in Russian with historical commentary to each of them. The commentary contains information permitting to recreate political and economic situation in the nation prior to the presidential elections, as well as description of all inaugural ceremonies with a special emphasis on their particular and interesting details.
The text of the book is preceded by an introductory article written by the Head of the project G. Burbulis and E. Mirsky, originator of the publication. The Preface which contains useful information on the specific features of the US Presidential elections process was authored by E. Ivanian. A table of major historical events of 17892001 in the United States, Russia, Europe and some countries of Asia, Latin America and Africa is contained in the addendum to the book.

The Encyclopedia contains also an extensive "Who is Who" and "Who was Who" information including historical and contemporary personalities of Russia (USSR) and the USA distinguished politicians, economists, military, cultural and academic figures of the past and present who played a significant part in the development or harassment of closer Russian-American relations. The addenda to the Encyclopedia incorporate the Chronicle of all major events in the history of bilateral relations, the list of the Russian (Soviet) and American Ambassadors (Ministers) who served their nations during the past two centuries as well as an extensive bibliography used in the preparation of the Encyclopedia.

A collective monograph on prevention of conflict escalation through negotiation. V. Kremenyuk has contributed a chapter on Russia NATO negotiations on the Founding Act which has helped to avoid conflict between the two sides after NATO's decision on enlargement in 1997.

The book is the first Russian research work on the tragic events of September 11 in New York and Washington. It contains an analysis of the major aspects of the international situation prior to these events, as well as of consequent serious changes in the domestic, foreign, military and economic policies of the United States. Special attention is accorded by the author to the analysis of possible impact of these events on the state of the Russian-American relations both in the light of the expanding cooperation between the nations in the fight against international terrorism and a new disposition of forces on the international arena.
The addenda to the book includes full texts of the Joint Statements signed by the Presidents of the Russian Federation and of the United States in the course of the November 2001 summit in the United States, and a full text of the presentation made by Russian President V.V. Putin during a meeting with US public and political leaders on November 13.

The monograph is a collective work of the Department of Foreign Policy Studies. The idea was to analyze how the "Russia factor" was used during the presidential election campaign of 2000 in the United States by the Democratic and Republican parties, and how the "America factor" was exploited by Russian political elites during the Duma election campaign of 1999 and of presidential election campaign of 2000. The monograph has four chapters. In Chapter 1 (V.I. Batuyk), the author analyzes mechanisms of Russian-American relations history of the formation of Soviet and Russian-American relations agenda, establishment of mechanisms of bilateral relations and their crisis by the end of the Clinton's term in office. In Chapter 2 (N.A. Khomenko), there is a comprehensive review of publications in Russian liberal and conservative newspapers concerning Russia's policy toward the United States, politics of the Yeltsin era, American policy toward Russia, its foreign and security policy in general. In Chapter 3 (T.A. Shakleina), the author analyzes foreign policy platforms of the Republican and Democratic parties presented during election campaigns in 2000; attitudes and views of the American academic elite on the perspectives of Russian-American relations after the elections. In Chapter 4 (O.V. Terebov), the author summarizes the experience of bilateral mechanisms in economic and technological spheres legal and institutional framework, Gore-Chernomirdin Commission: history and activities; the Export-Import Bank and Office of Private Investment Corporation; American policy toward Russian MIC; air and space programs; criticism and results of bilateral relations. Conclusion contains prognosis about the perspectives of Russian-American relations after 2000 elections and victory of the Republican party.
